Recommendations from the ‘Tune Review’ to inform discussion on future of aged care: Aged & Community Services Australia
ACSA welcomes the release today by Government of the legislated review of the 2012 Living Longer Living Better aged care reforms undertaken by David Tune AO PSM, but the Government’s response to his recommendations is a mixed affair.
The report makes a series of recommendations covering access to aged care, workforce matters and fees and charges.
“The provision of 6,000 additional Level 3 & 4 packages to support people with high care needs to continue to live at home is welcomed but with the growing demand for home care there needs to be more invested overall,” ACSA CEO Pat Sparrow said.
“The release of this report affords an opportunity for a broad discussion about the sort of care the community, particularly older Australians, expect and how it will be financed into the future.
“That’s why it was disappointing to see the Government rule out any changes to the annual and lifetime caps, as well as including the full value of the owner’s home in the means test for residential aged care.
“By ruling out these two financing options, the Government is limiting its own ability, as well as that of providers, to respond to the changing needs of Australia’s rapidly ageing population.
“With around 1.3 million older Australians receiving some form of aged care (in 2015-16) and that number set to grow Australia needs to have a sustainable, flexible and quality aged care system. This means we need our Parliament, the community at large and the aged care industry to be part of the discussion and the solutions.
“We await further details of the appointment of a workforce taskforce under Chairperson, Professor John Pollaers, but urge that any workforce development be strongly industry-lead. This approach is the best way of ensuring any workforce development includes practical and concrete steps to help aged care providers attract, recruit and retain the staff they need.
“We also welcome the additional $20 million allocated to My Aged Care noting the need to address implementation problems. We will continue to cooperate with the Government to address these problems.
“As the peak body for not-for-profit aged care providers we will work constructively with the government, industry and the community to ensure all older Australians can have access to the quality of care they expect.”
